Public Safety Power Shutoff Advisory for Underground Storage Tank Systems
Due to the recent Public Safety Power Shutoff (PSPS) by Southern California Edison (SCE) in response to Santa Ana wind conditions in San Bernardino County, many UST facilities may have experienced interruptions in power supply. This advisory will outline the required actions UST owners/operators must follow in order to ensure compliance with UST system monitoring requirements during and after these events.
During the period of PSPS or any unexpected power loss, UST facilities must conduct daily manual gauging of their tanks to monitor fuel levels and detect potential leaks.
- Manual Tank Gauging Procedure:
- Measure fuel levels using a gauge stick or other approved manual gauging device daily.
- Maintain a log of all manual gauging records. These logs must be available for review by the Certified Unified Program Agency (CUPA).
- Post Power Restoration:
- Confirm that the Veeder-Root panel is operational after power is restored.
- If a cold start is required, notify the CUPA immediately. Schedule an inspection with the CUPA to verify that the system is fully operational and compliant.
